MandatoryInstanceDescriptionHandler
Description
The MandatoryInstanceDescriptionHandler checks if the instance description field is filled in at instance start. If the instance description field is not filled, the handler prevents the instance from starting. Subsequently, the user is informed to fill in the instance description field.
